Once you've completed the mission to get him back up and running, Bart is so happy he'll welcome you into his wagon when you need some new supplies...
He works as a Market...
...and can be used to get extra rations for energy.
You'll also occasionally find Trade Scrolls while you're doing things on the Trail with your main avatar which will give you a very one sided deal that's much better for you than Bart...
